Who Qualifies for DBE Certification?
To be eligible, your business must:
- Be a for-profit small business under SBA size standards
- Be 51%+ owned and controlled by socially and economically disadvantaged individual(s)
- Be led by a U.S. citizen or lawful permanent resident
- Have independent control over business operations and decisions
- Show a personal net worth under $1.32 million (excluding home & firm equity)
- Have average gross receipts under $30.4 million over the past 3 years

How Long Does Certification Last?
- DBE certification does not expire, but must be updated annually
- Most states require a “No Change Affidavit” and updated documentation each year
